What reasons are they giving you?

And is it a Payments Pro account?

Did you tried to contacted paypal support? Why did you created 3 different accounts and not settled out with the first one?
Is there anything you are doing that paypal don't like?

If it's a brand new account you just openned then it will naturally be limited until you lift the restrictions.

I thinkyou have to go to
    My Account >> Resolution Center

And there should be a few steps you need to take to lift any restrictions (Like deposit into you bank / takes about a week / And use the code attached to your statement... stuff like that)

Are you by any chance trying to register from a country which is not supported by Paypal?

That should to be the only reason for getting limited... immediately on registering!

Probably they have tracked your 3 accounts. By the way it is of same name ? I guess it is much better to call them about it . Have you verified your paypal accounts?

If an account of a user name gets limited, it is futile to keep trying to open new accounts in the same name!
You should instead try to contact Paypal to resolve their apprehensions as regards your account or register new account in your other family member's name.

i think your logging in to your 3 paypal account on same ip address that's why they are limited using diff local ip address.. so that you won't have any problem

I don't think the IP Address is the reason. You can have as many Paypal accounts on a single IP Address, given that there are named on a different person.

    @Thread Starter
have you tried opening another account using a different name? Let's say one of your family member's?

You can't have more accounts with same Name ,You can have One Personal/Premium and One Business Accounts...

Also Account get limited immediately if there is change in Country Ip ...

Now to get those accounts back provide them Name ,Address Proof and Utility Bill ...

I got my Paypal Limited on 29 Nov , I provided all the details Name , Address Proof and Utility Bill and information about the Transactions through which I got Funds in my account then Paypal lifted Limitation on 3 Dec ...

So Provide everything they want , and get your account back...

I guess the problem is with the IP address of OP. Each time he try to verify or open an account...paypal trace the IP and limited immediately.

I really don't think about that it's because of IP Address.
How come a large company on a single building who has lots of workers can all have a Paypal account?
Same goes with our family. We all have a different Paypal account and we access it within the same IP Address.
