Wow...you saying it is not illegal?? It is ironical that google accepted and ad which guarantees Adsense approval in 4 days. How can google approve that ad?

And why not? What is the problem? I really don't see what's wrong.
You can be approved by adsense in any number of days, it doesn't matter because if something is wrong with your name, adress, ip or whatever they'll ban you again at PIN time or just before your first payment, so who cares?

It is not a question of getting it approved within X number of days! It is a question of applying on somebodyelse's behalf and the guarantee. Both are not right. Further Google expects every publisher to apply by himself/herself and not make this into a money making racket.Starnge things are happening here and strange opinions are aired without knowing the facts??!!

This is a big time scam and you should be very careful. Just look at the bank account details provided on that web site.

It's against the rules to transfer an account, so it can get you disabled.

Also, it's apparent that some of these account sellers use Tamper Data to submit in false application information. Google has caught on and is disabling those accounts. Since they may not get around to checking your account until you are near the first payout, you would basically lose the money you earned.

Strange opinions are just different from yours, that's it.
I suppose they will open the adsense account in the name you give them, no? I suppose so, otherwise how would you expect to get paid.
I don't see anything wrong if I open an account for someone else. Perhaps this person for several reasons doesn't want to do it herself, so I can do it for her and even manage it, there's nothing wrong with that.
As for the guarantee, well, it's up to you to ask him something if the guarantee is not met. He should have to control over the time it takes adsense to reply, so I guess he's making this claim but doesn't say that the guarantee means you'll get the account for free if it takes over 4 days? You have to see that with him.

But adwords can be ok with letting this user advertize his page, there's nothing ILLEGAL that's for sure, and even nothing against their policies in my view.
