    Azoogle does have some free sample type offers, but they all usually require the user to enter cc info or shipping and handling charges. I'm pretty sure every cpa network has them, but azoogle is the only network I use.

    You may use affiliate programs paying for free sign ups... like axill or roirocket. although they have some good and bad reviews i got paid both.
