    If you mean for Advrtiser I think Adwords is the best, but if you mean for publisher i think Adsense is the best :D

    Adwords is good, probably the best but def not the cheapest and prob the hardest to understand it's behavior. I prefer Yahoo Search Marketing and Microsoft ad center kicks @ss

    yahoo search marketing, google adwords, overture and other known PPC program works and I can't pick the best one for each has their own pros and cons. Instead of knowing what's the best PPC program, I highly suggest you work on to understand how you can improve your PPC campaign.

    There's no question Google is the best.

    * highest market reach (almost everyone uses Google search engine and they have many other search partners)
    * high reach on third party sites (many sites display Adwords, that is, part of Adsense network) and also very good targeting (not perfect but better than most)
    * great tools for advertisers that others don't have or simply superior
    * best reporting tools (granularity and data not found on most others)

    Adwords interface may be overwhelming but that can be said of many others too. Nothing that can't be learned.

    PPC advertising is essentially the same no matter which service you use (it's not so much which one you use, it's how you advertise). No reason you can't use more than one. Each has pros and cons. Which one(s) you use also depends on your target market. If more people looking for you tend to use Yahoo, use Yahoo. But that does not mean you should exclude all others.

    I have an account on Bidvertiser, it is not a scam. I was making tests there for more than 6 months but there were always poor results. Don't know why...
