    We are currently running a limited test in which a small number of users are seeing ads that are marked based on signals related to quality and relevance.

    Do they mean that it will help site visitors understand the relevance, or us publishers or both?

    Interesting either way. :)

    If it is the highest bid, it's unfair to advertisers. It discriminates them. Although many publishers are welcoming this new move as many think that it will improve CTR's :)

    the ones that pay for bold fonts? pay for stars?
    pay for blinking fonts? it's a sham!

    It may be good for publishers also for advertisers, may be small time adwords users will get junked this way, but overall for ad quality it is excellent, since the visitors on a website have a choice now to click, google itself saying "hey these ads are better than others", so guys bid higher :D
