adsense shows PSA because its a new blog. usually you start getting targetted ads within 24 hours or so. if yuo dont get targetted ads within 2-3 days at the most, then implement section targetting

Thanks for your tip. One question are there any other ways to check if the content of a website is unique or not. I mean other than copyscape?

Plus I am using this same theme for another of my blogs and it is getting targeted ads without implementing section targeting.

copyscape is the best free tool available out there now. they also have paid options where you can check an offsite document as well

section targetting is not a must for most of the sites. you will get targetted ads anyways given that your site has enough text content for adsense bot to figure out your site's theme. sometime it takes upto 24 hours for adsense bot to index your new site after when the targetted ads get delivered. section targetting is the last resource

There are a number of reasons why you might get PSAs:
    https://www.google.com/adsense/support/bin/answer.py?hl=en&answer=10035

    Some reasons:
    - Adsense bot hasn't crawled your site
    - not enough text content (too many video or pictures)
    - "stop words" on the page (e.g. adult content, violence, death-related words)
    - Adsense code in an iFrame or your site using frames in general
    - unsupported language
    - modified Adsense code

Has any of you tested my site on copyscap. Shows zero copied content. It isn't adult. I added adsence to this site sometime yesterday. After more than 24 hours it was still showing PSAs. I removed adsense because I thought google doesn't like my site or thinks there is some problem with my content.

Do you guys see any problem???

You need to allow Googlebot to crawl your site, otherwise they can't see you content and display relevant ads.

Change your robots text file from
    User-agent: *
    Disallow: /

    to
    User-agent: *
    Disallow:

If you want to get search engine traffic, then you may also want to remove this from your head section.
    <meta name='robots' content='noindex,nofollow' />

    Hope that helps.

    Cheers

Even if your site is passed in Copyscape, it does not necessarily mean it should pass in Adsense.

Once you made a website, running, and attracts a decent traffic, apply for Google Adsense.

They will review your website/blog and if your site is within their policies, they will accept you into the program.

They have made stricter rules recently like, unless a site/blog is 6 months old in some countries, they wont accept you. So create nice and unique content and then go for applying for Adsense.
