No as you don't have the ability to edit the underlying code within themes, add plugins or anything that will get you to add them in. Do remember that Automattic frowns on anything to do with SEO practices.
Don't believe you can do this with WordPress.com. Obviously you can change your blog name, but as far as fine-tuned control over post and page titles, don't think you can do that as of now. If you really want control over your title tags, meta descriptions, keywords, etc. on a post-by-post basis, I'd recommend moving to a self-hosted WordPress (.org) and using a plugin like All-In-One SEO Pack.
