Okay....this is weird and I did not expect this.

A client paid me some of the amount for content creation at half word down, however I am still waiting for the rest of the payment for more than 24 hours now even though I delivered the article long time back.
Moreover, this person is either not checking mails and PM's or clearly ignoring them.
This person may have a genuine reason for the delay which I am not aware of.

What can I do about this person if he does not pay up eventually??

Wait for couple of days,he may be busy offline....if he still does not pay after some days then sell those articles as PLR or in any other way you want.

Wait until he confirms your private messages. Then take any steps you want.

lol:D seller can't open a dispute with PayPal, only buyer can do so.

That means you can sell those articles to some one else..but they won't be considered as ordered content.

    Regards

Ask him twice, if not repond, wait for a day or two, he might be out of town. If he doesn't reply, then Open a dispute...

Well if the client does not respond to your PM's/E-Mails then he most probably has made up his mind to not pay you, otherwise he would have taken a few seconds to give a valid reason for the delay.
Anyway giving a -ve rep would only act as a warning for people who might be interested in making transactions with him in the future and wont help your cause, but that doesn't mean you shouldn't give him a -ve rep but before doing so wait for a few more days :)
