    i think you select search for a theme named css-gallery its the most configurable or anyother theme may be fine and you may want to look for a theme switcher plugin , that is the important things rest all is pretty same , a contact form for ppl to submit their themes .

    p.s. i am a wordpress designer i may be able to help you out more if you hire my services

    You can use a free way consisting in a few plugins:
    1. Cforms II for theme upload
    2. Wordpress Download Manager for managing the downloads
    3. Wordpress Theme Demo Bar plugin for showcasing the themes
