Alot of it would be advertising such as adsense, they also get paid for listing the downloads by the developers, special listings, etc.
beside that, you can see the software companies advertise on the everywhere of their pages. that's not cheap to advertise there as they get UV daily not less than 100,000.
I'm not sure if download.com does it, but some similar websites offer services that allow software providers to pay a fee inorder to have their software listed on the index page of the website.
they may have some tie ups with software companies for sharewares those download counter can give some ideas
Filehosting websites would be your best bet. Download.com has a lot of ties with large shareware and freeware companies. Filehosts are continually banned by universities and new filehosts are always welcome.
Bandwidth is extremely cheap in this day and age, purchased in bulk, you can get transit for the cost of $2.50 per megabit. 1 megabit will deliver 3,000 GB per month of data transfer. Disk space is also dirt cheap nowdays. Given a low overhead for their infrastructure just consider the amount of commission that a download.com the site gets when a user ends up purchasing Windows 7 ($150 range) , Call of Duty 6 ($80-$160), etc. There's many, many "clone" sites (IE: free demos, software, etc) out there, some focus on general files, some on gaming, etc. And, I'd wager to say that almost all of 'em are profitable. I don't think so. Other than adsense,they do charge software company that want to list their software at their site for a fee. And they also sell banner ads to software maker.
10 mbit is 3000 gb/month. And you need to buy quite some bulk to get that for $25/month; you need a fat wallet for to at least buy a bunch of 4 gbit lines. I'm not sure what you call low overhead etc, but download.com doesn't have load overhead; they have quite a bit of traffic. I couldn't find specific CBS-CNET financials and certainly no number for download.cnet.com, but it would be wrong to make assumptions about it's profitability. They probably are though because they can leverage the infrastructure of all cnet (and cbs) property. But the many competitors I would wager most of them are not profitable at all ; smaller companies don't access to the kind of bandwidth you are referring too and most of those sites are badly run; they wouldn't even make profit with oodles of traffic. Softpedia, tucows etc are, but those are the huge ones (page 1 when searching software in google) .
Except adsense, there is a set of other advertisers, Internet shops which with pleasure will place with you the advertising. Besides it is possible to sell also a separate content, programs, films, music, as a usual trading platform.
