I think your right, the best free Joomla templates are the ones that the premium website template makers release for free to the community. You just have to keep a close watch on the premium template makers to see when they release free ones from time to time.
Siteground is a hosting company. I new someone using their free templates and their site was full of problems and errors. The free templates are an incentive to sign up for the hosting. Personally I stick to Professional club templates only. There are some nice looking free templates but they often lack some of the features I am used to seeing in the 1.5 Joomla template settings area. If you have seen the latest Rocketthemes free template, the latest fastest one, and compared it to there commercial ones settings you would see a big difference. But still, we all can not afford commercial templates so they are excellent to get started with and can look good too.
i think the features should be in components, plugins and modules. I am fine with afterburner from rocketthemes. I can code some stuff fo it or get it done. I prefer that to ill fat templates wwith full useless features and nested divs and tables
Great list. for quick projects, I try to get free templates and make minor changes to the CSS....but this is a great list to start. Thanks

http://www.themestock.com has good themes. It is not free, but you get free access to it with a dev account at http://www.boxedart.com.
