Is service from zendecode.com infringe???

I saw xoom.com and ikobo.com, which site the best? secure, safe, easy use and low fees? And customers from any where can make payment.
I think I'll use offline payment like Western Union...

I can see why they can view it as illegal. PHP scripts which are encoded or encrypted are done to protect the source codes and the rights of the developers and by doing a reverse engineering or decompiling it, would inevitably allow people to abuse the system by requesting for decompiling of scripts which they do not own the source codes too.

There's nothing to you can do to stop stolen credit cards from being used on your website. How do you tell it it is stolen? You can't. Until the card is reported stolen and the transactions are declined by the bank you have to depend on your brain like every other business does. You have to make sure AVS matches and the CVV2 number matches. If they don't, you might want to decline the transaction yourself. Also, if someone's AVS and/or CVV2 don't match and they request overnight shipping, that's usually a sign of fraud. There are a lot of things you can do and look out for to help minimize fraud on your sites. You shouldn't be depending on your gateway and/or processors to be doing all of the work for you. You can find a list of things to look out for in The Chargeback Challenge article.

We are currently accepting merchants from ALL high risk industries and can have LIVE MIDS within 24 hours. You'll be issued a login to fully access merchant processing and track Sales.

Your buyrate is 4% for merchants in the following industries:
Pharmacy, Replica, E-commerce, Continuity, Adult, and MOTO.(Please inquire about industries not listed.).

This system is similar to ACH so it avoids the hassles of NACHA and has a much higher risk/refund tolerance.

We can also obtain better terms for lower risk and high volume merchants.

Please feel free to contact us at any time for further information.
