The potential of the water in Judea and Samaria is estimated at 440 million cubic meters a year. Uncontrolled pumping in the Yarkon-Taninim basin is liable to drastically and immediately effect the basin's water balance (approximately 360 million cubic meters annually), which the State of Israel in large measure subsists on. Overpumping is liable to lead to both a drop in underground water levels, and salinization of wells inside the Green Line. In addition, an absence of control over the sources of water in Judea and Samaria is also liable to pollute the underground water with wastes, fertilizers, and pesticides.

Actually they don't. The water is on Israeli land. There is a limted supply, so the amount allocated is limited. It's really that simple. And when the PA was given the right to administer water, they royally messed it up and contaminated it.
Water is a limited resource, not only in the Mid East but right here in California. We have these same issues here where there are disputes between the various parts of the State over who should be allowed water. There are many restrictions and like the Palestinians we cannot just dig a well and take whatever water we want. There are rules and laws so that the water is used wisely. If the Palestinians had any modicum of an organized government they could negotiate these issues. Instead they have people like Hamas who would rather kill than negotiate over water. Israel has been supplying more water than they were obligated to supply as part of the Camp David accords. In addition, Israel also supplies water to Jordan.

Therefore, those "palestinians" are complicit in what Hamas does, and should be held responsible. Those that elected the terrorist group are not a race.
