    It emails a polite message. A request in fact, so I don't see how that is spam, unless you repeatedly autoemail the same URL's which would be the users fault.

    Sure. I'll break it down :)

    Enter 5 keywords to best describe your site > Scans & shows websites relevant to the keywords and therefore your website > Enter your email address, Site PR and Links page & submit > Automatically sends emails to the websites on screen asking for a reciprocal link exchange.

    You can then click "More" to show even more results :D So in effect, you have virtually unlimited reciprocal link potential.
