If you copy the article will the article have the other persons link within or near the end of the article and will you be stripping theirs out?

Actually that's the way to do it. Make sure the portion that you copy is marked as being copied. Containing it within blockquotes for example.

I don't see any harm if you give the credit to writer.

If the whole page is the same as the original it will just be duplicate content

If you are copying just some information and putting the link to that article as a source than is is not a spam factor..

If you copy the entire article--or even a larger portion of the article--without the author's permission, that is illegal. And whether or not you have permission, the search engines will perceive it as duplicate content. Whether you take the hit for being duplicate or the original author does depends.

If you use a small section of the article, you should include attribution for the thought or comment.

Spam and Copying content are different issues.
Copying partly or the whole article is copyright violation even if you link back to the source.
You will need to get the permission from the owner of the article/website.

The only time its called plagiarism is when you take credit for it.
If you link to their site or w/e, it's completely fine.

From my own experience, there is no such thing as duplicate content penalty by Google. There is however, something called copyright infringement.

Try to rewrite the original article. If your newly crafted content is at least 40% unique then it will be recognized as such by Google and every other search engine.
