There is nothing like a best domain registrar. It is just on individual choices.

What kind of criteria are you looking for?

    - Domain Registrars accepting verified paypal?
    - Domain Registrars accepting unverified paypal?

    - Domain Registrars which are reputable overall?
    - Domain Registrars which are cheap ?

Depends what you need: customer service or cheap prices
In this case the domain name registrars can be different

I think it's not easy to say who is the best, but if you want to purchase domain, you can go to godaddy.com or
name.com,both of them are with good fame and trustworthy.

I can say just that a LOT of our clients transfers domains out from GoDaddy despite their private registration and everytime new story.
