Always avoid duplicate content. Duplicate Content always gives you downward ranking.

If you're worried you can alway try google translate. Translate it to german than back to english again.

Depends on how much, and what exactly is copied. There are instances where copying is legit, and other where it's just malpractice.

You not gonna get penalized, just that the pasted content would have less credit.

Try to bring some fresh and unique value to the web. Every search engine will try to eliminate duplicate content in their results. Think about it. If you search on Google for 'eco cars' and the result is 50 links with same content would you like it?
Even if you don't get penalized your content won't rank well. If you want to put quick overview of articles and point to the main source for small portion of your content it is different.
Don't waste your time if your main focus will be copied content.

after reading these answers above, I learn that original writing will be better than copy content in the PR.
so I think that it is time for me to improve my writing ability.

Just rewrite others contents if you dont have the time or the wherewithal to produce your own content. But judging who copied from whom is going to be difficult, even for Google, the only thing they can do is that they can look for who published first. All other copies of the same material must be then copies of the original. But they still cant detect rewrites that mean the same as the original.
