What all is ther to SEO

im sorry for the noob question but im looking to find out what the steps are to SEO.
iv tried searching the net but
all i get is its good you need to do it or here pay me and i will do it.
i wont to do this myself but i dont know the first thing about search engine optimization i dont know where to start or what to do so i ask kindly for your help
i wont to now whats the checklist to SEO. Thanks!

On-Page SEO and Off-Page SEO

Sort out out On-Page SEO =
- Head Section (Meta, Titles Descriptions)
- Making it clear what the page is about to SE)
- Adding <b>/<strong> tags around one or 2 keywords
- Using header titles correctly <h1><h2>etc..,
- Clear navigation structure

Then Off-Page SEO =
- Link Building
- Submissions
- Blog Posts
- Reviews
