This is absurd, if you don't know HTML enough to make adsense look-alike ads, how are you a webmaster at all?
Rather than just speculation, it would help if you substantiated your ideas. Give some arguments. As it is now, that's a useless post to anyone. Why wouldn't you be allowed to make a HTML Table with a blue border with a link and two lines of text? What's so criminal about that? Maybe you mean: If you really just think it's not allowed, you might want to report Clicksor, Ad Brite and a billion other advertising companies to Google so they can be sued thatnks to your tip-off.

AdSense policies clearly state: So you can have ads that look like AdSense ads, but not on the same page as a real AdSense ad.
