This is a better, more current, definition: Basically, people will often equate GWB with neocon, and Conservatives often point out his comfort taking a role in local affairs (such as education) with aplomb and extending welfare (pill bill) to those who didn't necessarily need it as points as to how he isn't a Conservative. They are different than Zionists as their philosophy does not centralize on Israel, nor does it consider it other than another place to spread "freedom" through democracy. This is particularly different than the more standard Conservative position against America serving as the world's police, welfare provider, and nation-builder.
