Another vote here for Namecheap, I have registered many domains with them over the past couple of years and they are great. They also have coupons you can find online to get discounts on domain registrations. They even give you free SSL certificates with new domains registered.
Nope, I use them, I suggest GoDaddy they have a cool and easy to use Domain Manager, which keeps track of all your domains and when they need to be renewed, etc.
There are a lot of domain name registrars. You need to make sure which domain name extension you are interested in. That is very important. Some of the domain name registrars might offer discount codes
One to NOT go with is DomainsAreFree.com or HostMySite.com or Globat.com - I have been FIGHTING with these people for two months to get a domain transferred away from them since I'm a registrar now and they caused one of my main sites to expire because they wouldn't follow up on the transfer. I am so angry with these people I could SCREAM! And have been at them via email. NEVER use this company. They are pathetic!
It is not clear from your question if you wish to register a gTLD or a ccTLD, however there are many registrars available, and we also offer domain registration services from 1 to 10 years subject to underlying registry rules in case of ccTLD's. There is no best - as a matter of fact, while GoDaddy has a distinct advantage of being the biggest registrars there are many many players in this field each doing good for some and there are negative feedbacks as well. Moniker is the best imo - and many professionals domainers use them. If you are only looking for a single domain, then namecheap or even godaddy will work just fine. Be careful with godaddy, I hear they will soon be trying to upsell you a coke and fries with your domain order.
