I don't think linkwheel concept works now. I created a lot of link wheels initially (this concept was evolved by a fellow Nichechoppers) but later on google started de-indexing the wheels (web 2.0 properties or any other link).

Suppose you have a 6 structure wheel and if any of the link is broken, there will not be existence of wheel.

But i am sure if you use this concept as a normal link building technique, it surely works (yes i have experienced this) but keep in mind that google frown upon duplicate content so try to use unique content for all your web 2.0 properties.

PM me if you have any doubts about link wheel... i am sure i can help you with this.

blackhat all the way. You'll get by for a short time - but believe me - when G catches up with you, they will bring down your world.

Why not develop those web 2 sites and as they started taking some authority then link to our site ?

simply-seo I probably wouldn't create a group for that in an open forum. It's sort of grey hat depending on how you create the "link wheel"

If you create one for the purpose of manipulating the SERP's to build your site's popularity then it's grey or black.

If you are building quality hubs or articles on subjects related to your website and linking back contextually then you are doing the right thing. Just don't link them in a manipulative manner and don't litter the internet with spam pages and you'll be fine.
