    The most important SEO factor is content. Without it you have no website. You can have the best design in the world and thousands of backlinks from PR 10 websites but if your site has nothing to offer no one will bother clicking on those PR 10 backlinks the second time around.

    There's only one answer when you limit to just one and that's content.

    If you are building a list, asking for top 3 might yield you better results.

    Keyword research.

    - no point in optimising your site only to find you've got the top place on serps for a keyword that only 12 people search for. (it happens a lot- just read through the forum)

    Agree with rootbinbash, backlinks are the most important factor. You can have all the best content in the world, but if noone is linking to you then you won't rank as well in the SERPs as another page with little content and strong backlinks.

    The MOST important SEO factor to make you rank for a particluar keyword phrase is:

    Having external inbound links (preferably from relevant sites) with the targeted keyword phrase (or slight variations) as the link text.

    The most important on-page SEO factor is <title> but doesn't carry near the weight of inbound links.

    Cannonical is absolutely right, but there are over 200 factors in the Google algorithm. Ignore any any of them (those that we know at least) at your own peril.
