Aside from the forums of most seo sites, where do you guys look for writers? College campuses? Laundry-Mats? any thoughts?
Look for people with pens, Chewing on pens, pens in the pocket, pens behind the ears, you see them writing on napkins in restaurants, writing on bulletin boards in the laundry mat, you see them take pens to the bathroom. They always have pens. not pencils pens.

I used to go with some of the freelance sites but I got burned a couple of times with being stuck with content my cat could have written. At the moment I'm trying out a service at reliablewriters.com and so far so good.
There's always a free lance website (getafreelancer), but you could always just walk around a big university and you'll find people with pens, notebooks, paper,etc. Yugo,
I use getafreelancer quite a bit. You'll need to weed through some subpar writers, but i've hired my whole writing team from GAF. They also offer a free trial ad for your first listing.
I think this forum is a good place to start. There are other forums like namepros and warrior forum that have good content writers.
Ducati1198 is right. No matter where you find content writers, you're going to have to vet them carefully. It's just part of the process. Finding a competent and loyal writer the first time around is a rare occasion. I recommend rentacoder.com.
Post message on college campuses or BBS'es. There are always students looking to earn a buck or two to sail through college. Or use freelancer hiring sites. Those college students looking for an extra buck are sure to hang out in those kind of places (freelancer skill exchange sites).
I've gotten good writers from getafreelancer and scriptlance. Craigslist has yielded mixed results. The best writers that I found, I recruited from Associated Content.
Warrior forum has quality copywriters. You'll have to have a $1000+ budget to get anybody of quality. I'm sure you could ask for a minimum conversion rate, given that you have a quality product and a means of traffic that target qualified buyers.
Putting ads on a College Campus is a very good idea according to me... College student need money, and writing quality article is a thing they can do easily I know, I'm a college student
