    This is an easy task.
All you need to do is purchase vB forum license and setup it in webhosting.
You can add ads such as adsense on the forums.

Choose your forum software. Most of them have a step-by-step installation guide.

Discuz is also good. What you should do is choose a forum software to build the forum. And then try to edit in the
forum according to the rule of the software. It's very easy for you to add things such as ads.You can also ask some
competent guys to help you if you really have no experience on this.Wish you good luck.

You can use mybb or phpbb. IMO MyBB will be the best choice.

He is ready to spend money, then i will suggest invest money to a good mod installer for phpbb you can find genuine such peoples on phpbb community.

The reason am telling that phpbb is great is that, once you get your hands with it you will really love it, almost all the features on Vbulletin you can get on phpbb3. Search function is phpbb3 is excellent than vbulletin many admits it.

    This is the correct advice.

You can use an "out of the box" solution... or pay someone here to install it for you, which may be the best option if you are amateur at webdesign/html.

    Be careful with passwords.
