What you're talking about is language.
That depends on your purpose. Every language has its own features and scope of application.
Ask yourself first. What's your site for? How about the predicted traffic volume? What functionalities you are implementing? Or any correlative questions. Then draw a conclusion from these answers.

Dreamweaver and Photoshop mainly. I'm on a mac, so I'd also recommend TextWrangler, CSSEdit and Transmit for FTP.

How are you using both .NET and PHP? They fill the same roles. Why not all one or all the other? What PHP has over .NET is simply that it's free, though that alone wouldn't make it better.

Ask which language is "best" and you'll get a different answer from each person : ) Almost pure opinion. Hm, as Twitter showed, architecture can matter more than language... I'm pretty sure they're still using Ruby, aren't they? Lawlz.

Me, I'll say vim, Linux, Apache, Perl, Gimp, and every browser you can shake a stick at. : )

I use Photoshop for the graphics and Notepad++ for the code. I used to use TopStyle Lite for the CSS several years ago, I don't need it anymore, but it's a really good tool for a CSS newbie.

    Design: Photoshop CS3+, Illustrator CS3+
If you are doing a social networking site... PHP/XHTML/CSS with an emphasis on CMS
If you are just starting out try Dreamweaver, but if you are really looking to learn these language I would recommend coding in notepad. Its barbaric, but you learn a hell of a lot more

if you are new in website designing then you can start with front page or with Dreamweaver.
but if your programming skill is good then i will recommend to use notepad++ instead of Dreamweaver.
for photo editing Photoshop is the best tool.
    for flash editing: adobe flash.
