As per my opinion best affiliate network should possess following characteristics. Best conversion rate, Timely payouts, Higher average selling cost, 2 tier program, Lead commission and Reorder Commission (if applicable) and finally outstanding Support.
I noted also that some affiliates required that the program was dynamic: newsletters, various offers. I'm thinking about also offering bonus payment to keep the affiliates motivated.
Any Affiliate Page that I would ever Deal with has to at least have 3 Major Things! High Payout! Great Landing Pages! Recurring Income!!! Other than that Banners, Great Promotional Guides!
alot of those are subjective - High payouts? what does that matter if the offer doesn't convert or the advertiser shaves. Alot of newbs get drawn in with all the "bling" of high payouts and initial good customer service. Find networks that are established, easy to contact and have a good variety of offers.

Networks that offer products that have a high conversion rate. I've noticed that ClickBank does not have a lot of variety when it comes to a specific category. They have maybe 5 products that are worth promoting in each category which is not a lot and I'm pretty sure everyone is trying to push those products.
Support is a must. What products do you people have in mind? For me, Internet related, cars, the economy, going green, idk.
Should have 24/7 supports specially to newbies and weekly payouts to Paypal.There shouldn't be any minimum to get paid.
Perfect affiliate network should have: a) perfect customer support b) auto-payments for merchants and affiliates c) 100% affiliate protection (affiliates network should guarantee that affiliates will get their earned commissions) d) anti-fraud system to protect merchants from unfair buyers or affiliates e) offer a wide variety of payment options for merchants to receive payments and affiliates to get their commissions.
