The compliance issue is almost always related to content. For instance, if a website is mostly revolving around banned topics, Google can disable AdSense serving for that website. I must say that I’ve heard of people having to go to court to get their money from Google, but the Webmasters do seem to win this case.
I was banned once with an amount of 1100$, I have asked them to reconsider it as I was sure I did not do anything wrong, after about 8 days they have reinstated my account and got payed, since then I am very careful. I believe google system is not 100% accurate, they are very close but not perfect, and there must be people out there trying to get you banned by clicking your ads. Yes, google is discriminative maybe for a good reason, not on your name or color but the type on on type of the traffic you get, if you get traffic from only from Asia, or mostly from places where most frauds are generated, or if you click does not convert to a purchase for long time you will get banned. Personally, I think you have very low chance to get it back as I learned from your content the quality of traffic is not good. Still , goof luck.
I got banned after 4 years... One site, only made 100-200 a year, got clicked bombed, reported it, got banned. Google loves no one; its just they can only rape so many people at one time.
All adsense publishers should write this on a post-it note and stick it in the middle of their screen 'IT'S NOT GOOGLE'S MONEY' The money comes from advertisers, if they aren't getting quality traffic from your site, they don't want to pay for it. If your site is off-topic, if you break the rules, if your traffic looks fake or automated - they don't want to pay for it. Nobody owes you a living - get good quality traffic, and send that to the advertiser - everyone is happy.

Google are obliged to pay you if you have not broken any rules, be aware though that now they have banned you they will go through your clicks with a fine toothcomb, and if they find any click fraud or invalid clicks, they will deduct the payment from the total, they did a simlar thing to me a while ago not as much but they took at least 75 % of my earnings back and returned them back to the advertisers, Google can do this keep your fingers cross and good luck
You had your adsense account for three months and had already brought in at least 9k. Was your website 3 months old also? If so, this seems shady. Especially using arbitrage. The only people who would approve of arbitrage are the webmasters doing it? Would the advertisers want their money spent in this way? Do site visitors enjoy clicking on an ad to find info/product only to find a site full of more ads? If people would spend half as much time building a quality site with quality content as they do trying to figure out how to get people to click on their ads, they would have a safe and more profitable site over time. Spending $5k to earn $9k on a three month old account just doesn't seem right. Everyone is entitled to a single adsense account, you came on board looking like you've done this before. People are upset when they lose their accounts. They want to vent, and rightly so. But would they really come on a forum like this and tell the whole story...? I'm just not sure.
