    It is combination of quality content and good backlinks which can give you good PR. Quality content without backlink is like smiling in dark, nobody knows except you, and good backlink without quality content is like artificial smile in bright light, everybody thinks you are smiling if they are not very close to you. :)

    Google has its own algorithm to determine website's PR. I believes it depends on SEO on and off page. SEO on page are meta tag, keyword density and unique articles. SEO off page is about building backlink using many methods like social bookmark, blog commenting, and many more. All of this can be learn easily and there are many tools to automate/semi-automate the process. You can search on these forum to learn more.
