That guide is about as worthless as it gets, but this actually does bring up a good question: How do you avoid paypal limitations and suspension. Well, here's a few real tips from someone who's been using 'em for over 9 years now (and yes, I currently do have two accounts, one business, one personal, as allowed by paypal):

    Verify your account:
Pretty simple, yet most people don't care, or bother to do so. Take a few minutes and actually verify your account with paypal. Have them do the 'deposit' thing, have them verify your phone, mailing address and all that. Being verified is a decent step towards working with paypal

Don't try to avoid paying fees:
If you use paypal for providing "services", or as a business, then don't try to get around their fees by requesting people send you money for 'personal' reasons.

    Handle Chargebacks:
Don't just ignore these, be active, pro-active even, with them. If you get a number of chargebacks, see if something is wrong here and resolve it immediately. Chargebacks are an indication that you're doing something wrong. In 9 years, I think I've had 1/2 a dozen chargebacks through both paypal and credit cards. Why? Because I listen to what people are saying, and I address issues before it gets to that point.

    Be Honest:
If you're from a country that paypal doesn't accept, don't try to work around the system by using a proxy, vpn, or something else. Paypal doesn't accept your country for a reason, find another solution. They will suspend your account if you do this.

    Know your History:
Check paypal daily, watch their email, and make sure that your history is accurate. The same should be said for any banking institution, but most people just ignore this. If you see something inaccurate, change your password immediately and report it!

Keep your information up to date:
Did your bank card just get renewed? Make SURE to let paypal know! If you don't, then there will be issues!

    Use common sense:
Don't attempt to bend the rules, don't attempt to "lawyer" your way out of something. If the rules say don't do it, don't do it. If they say do it, then do it. Paypal is very reasonable and sensible about their terms, rules, and policies, don't push that!

Limited access is something that comes and goes, there's not a lot that can be done about it, sometimes they'll just "flag" your account for review for no reason (I've had it done), all you have to do is just follow their instructions and you're set.

Having 'limited access' to your account is something that is very, very easily resolved. Once you verify you're you, you should see immediate resolution. In some cases, though, you need to pick up the phone and call them. I've had a few limitations placed this year yet they've all been resolved with two steps:

    #1: verify my information online
    #2: Call them.

The second step is probably not as necessary if you don't use VOIP for your primary phone, as VOIP providers don't like giving out private information, but it's still not that hard to contact them.

I guess being honest and do the necessary things will help you avoid limitations. I do agree with verifications as well as being honest is something you can avoid paypal limitations at the same time no illegal activities as well

You forgot step number one: don't create a PayPal account with a false name, false address, or other false information.
Yup, yup, yup. So many people post about how mean Paypal is to limit their account even though they have clearly broken the terms of use.

Also don't let any "friends" - especially in other countries - have access to your account!
