The rate is depend on which country you calling to. For me i use callture coz i used to call inside state so its a bargain for me.

I do know this is a old thread, but I just wanted to give my two cents on the matter. When you use a service like ring central they will give you a free number but keep in mind that they always own that number so if you brand around that number you are pretty much stuck with said provider. What I did when I first got a toll free was did a little research someone mentioned pbxcompare above and that's a good place to compare prices for a phone service with number. but if this is a number you plan on keeping I suggest you go with a company like tollfreenumbers.com this way you own the number and can transfer to any provider at your will including companies like telus (<<<I'm from Canada)or whomever hope this info helps any future users.
