Sorry, there is nothing like pre-paid card. All pre-paid cards are debit cards. Anyway withdrawing to the card is easy.

How this works is kind of simple.

Most of the pre-paid cards will give you a bank account # and a routing number, and with that you will set it up as a bank account in PayPal.

Once it is verified you can then withdraw to it.

Plus these cards that offer this you can also hookup with any other company that gives direct deposit, because they only ask for the account #, bank name and routing #, all of which the pre-paid card provides you.

    I hope this helps.

Debit cards are usually linked to bank accounts, prepaid cards function the same way but all the money is stored on the card. Paypal actually makes that distinction if you look at how accounts from different countries are allowed to withdraw their funds:

India is allowed the following methods for withdrawal:

Paypal allows Indian accounts to withdraw money to prepaid cards. I have been doing some research on the possibility of withdrawing money to prepaid VISA Travel cards. These are in USD and are issued by many banks in India but afaik only SBI and ICICI allow internet shopping.

If you withdraw money to bank or debit or credit card paypal charges 2.5% conversion fee. Since travel cards are in USD there is no charge. Also using your credit card co charges 3.5% for any purchase in currency other then INR. There is no such charge with travel card when paying in USD. So this card can save lot of money if you regularly shop online on international website or you can use the money abroad.

Paypal charges $5 withdraw fee. Max withdrawal limit is $500. Which means 1% charge. After withdrawing money to the card you can go to any branch of issuing bank which has a forex desk and get refund in INR. SBI has better rates then ICICI. But ICICI offer temporary card blocking service which IMO is worth it. This is NOT a credit card. Incase of fraudulent transaction you lose your money and bank cannot help you.

Note1: There is a 3.5% charge when transaction on ICICI is not is USD. idk about SBI. check cards from other banks if you dont plan on internet shopping they may not be charging 3.5%.
Note2: This card can not be used in India, Nepal, Bhutan. You need to get refund from bank to use the money.

I have a pre-paid e-currency debit card from e-forexgold.com Is this what you're referring to?
The card can be funded by Liberty Reserve, c-gold, pecunix,Solidtrustpay, etc. and then you can withdraw money at an ATM. Very convenient, I use it to withdraw money from Liberty Reserve and STP.
