Why there's no 'Adsense for domains' for me?

I was trying to set up adsense for domains for one of my undeveloped domains. But after logging into my adsense CP, there's no such options as per https://www.google.com/adsense/support/bin/answer.py?answer=100301

Anyone knows why? Do I have to explicitly opt in somewhere?

 

Adsense for domain is available for worldwide if not mistaken. You can get it under "Adsense setup" tab

You do not have to explicitly opt in. It seems Titing Kabayo is right - there is a restriction or maybe some other reason. Why not ask Adsense support? I think they will best answer your question.
