I think directory submissions do help to some extent but u need to choose some decent directories for sure
i run an seo business...and for the last 6 months we have "tiered" free resources (including directories) to determine which ones give backlinks and how quickly....there are about 10 that are good and give fast links...the rest are trash.... PM me and paypal me $5 and i'll give you these 10.
i actually tested this out on some domains that i own. outside of business.com, botw.org, yahoo dir, and dmoz, u are wasting your money. these are the only 4 sites that are trusted and depending on your category passing link juice. business.com is a bit expensive at 300/year, but u get to choose your anchor text and it usually has good PR in the category u select. dmoz is tough to get into. botw.org cost 300, but its permanent. yahoo cost 300/year and it provides a lot of links .
I am giving you a live example. One of my friend submitted his site in 1000 high PR directories and he has got approved in 500 directories. And his backlinks increased by 150. He had a high PR website and high acceptance rate. Does this clear your doubt? The answer is YES.

Listing in Directories helps as part of your online marketing plan, as does forum writing, articles, general link building, blogs etc etc. Unfortunately there are thousands and thousands of directories, most of them cheap scripts, generating overnight link farms which run out of steam after a few months. These are the ones to stay away from. Find proper commercial directories, where you can actually write some unique content with your link, and the only thing being advertisied on that page is you! Paying works quite well it's one of the easier techniques, not guaranteed to work though if a submitted site is not suitable and the admin/editor is strict about what gets accepted.
Recently i have seen a few people talking about FFA and directories in the same sentence but FFA are something quite different, as far as ive always seen it. Before i even new about directories i saw FFA sites (completely different thing) where basically theres no category structure from what i remember, they purely and truely are just a mess of links. Directories are categorised and more, so even if a directory is completely free its not the same as a FFA site as far as i see it. There are plenty of poorly run, free listings directories but they are still not FFA sites. Do FFA sites even exist anymore, apart from the adult equivalent? Those link dumps that the porn sites mess with.
