How to show my ads in google.com/fa ?

Hi, Do you know how can we set our advertisements for this language?

for example if you search "پی پال" in http://www.google.com/fa you can see 1 sponsor. but i'm unable to do that link this!

Yes, i know. but this question is too special. because persian (farsi) language is not in the list of languages of google adwords control panel.

but some people actives it and i don't know how?
