What’s up with keyword tracking?

I am confused; I thought Google and other search engines based keywords on relevancy?

If you are marketing a pre-existing site, finding keywords that have not been used within that page seems to go against relevancy.

Are web masters rewriting there content based on keyword tracking tools?

BTW I’ve been number one for “web design [city]” since day one, and many other combinations about my geographical location and web based media.

I am just trying to wrap my head around commercial seo, I always thought it was best to stick with a handful of strings and work hard to make them number one.

That would be a mistake because your primary keywords will make up only a small percentage of total search traffic.

I can't answer your other question because I'm not exactly sure what you are asking.
