    - Register an account: http://www.setcronjob.com/register.php
    - After activate your account, go to Control Panel: http://www.setcronjob.com/cp.php and login
    - Enter URL in field URL to call, then set time pattern. Use the seconds row if you wanna set cron jobs with a predefined interval, e.g every hour.

    Every 5 minutes, my cron daemon was launched, check cron jobs, then call jobs that should be executed at that time.

    Of course. The problem is most free and cheap webhosting limit or disable CronJobs feature.
    And the cPanel's CronJobs feature is quite strange for those who are not familiar with Linux/Unix command.

    So, a web based cron with a web interface is very useful :)
