Hahahaha It will be rolling out slowly and steadily. Not sure when they plan to finish it, but i m not seeing much difference in SERPS while checking for Google Caffeine Update.
I didnt know that sandbox is from google. I have seen some infomercial about it in our country and I guess you can do various stuff in it like blogging, social network and a lot of stuff too

Caffeine has rolled out. The serp changes are the results of algo updates related to caffeine. The test data center will more then likely remin a test and always different. Don't hold your breath that Google is going to make a big announcement that they have rolled this out. If Matt Cutts announces anything I or someone else will post here but do not hold your breath.
