My software site's CTR always around 0.20%, it is too low... How can I make it up? Perhaps because visitors wanted to download software, not to click on ads?
Are you using text ads? place ads in good locations.. you can find a heat map in google that shows you the hot spots.
Increase CTR involve 2 main things, one is the placement of the ads and two is how well the ads written. First factor is controllable by looking for the place ( that not against TOS) and do experiments. This may take time but it's worth the effort. The way the ads were written we can not control but can be optimised by using ads filter.
1. Place ads on informational pages. If you place ads on a page where it requires the user to make an action such as a download, the user will ignore the ad. That, and the other small percentage of users who click on the ad will be taken away from performing the desired action. 2. Interesting sites convert a lot lower than sticky sites. 3. Forums convert lower than average. 4. Niche sites convert high. 5. Ad placement is important.

You must have relative traffic to your site. The best is trafic from search engines. Then you must place ads into articles, or places, where people are looking. At the end you can block low price ads.
