Hi, I just went through some MP3 sharing and linking sites having not just great PR but also wonderful Alexa rankings. Further research states that these sites are mostly hosted in US but the domains are registered in Europe or similar places with very little or no anti-piracy laws. My query is that I am in India, and am now drooled to learn if I can also have something like this. Any advise? Can it trouble somehow legally or getting payment/approvals from ad networks?
Just don't host the files and you are safe and add notice like "this site is not intended for illegal downloads, we don't host the files" in the main page.. That's it...
But what about those sites who actully host those files. Even many adsense publishers are involved in this! Also, if I don't host the files, then where will we get the links from

It's illegal, against the adsense TOS, and will eventually lead to losing your account. If you want to risk being sued, losing your adsense account and payment, then go ahead and risk it like the others.
ok, lets see... what if mp3 files are linked only, instead of hosting on the same server. Suppose I take another server in Europe, and host the main site in US, and instead of linking like domain.com/file.mp3, I link as 66.XX.XX.XX/file.mp3(the server in EU), will it then harm the law? Its sometimes hard to determine the owner of an IP in such cases, I believe.
I actually meant that only Sandino. But in offshore, instead of playing with the DNS, using the IP directly! But that shall be a little expensive as dedicated in EU costs a little too high as compared with that in US.

Research the fine against mininova and they don't host any files. Offshore hosting doesn't have to honor DMCA takedown notices, but in the US, they do. Even linking to those files is contributory infringement in the US - as well as against the Adsense tos. You certainly don't want to host in the US.
