I think it might mean that adsense cannot be placed in a pop-up. As for pop-ups on the same page, I'm not sure. You should email the adsense team for clarification.

Keep us posted, if it turns out that we can use pop-ops on a page running adsense I could make a few extra bucks this month.

Whoops.. forgot to say I didn't actually go into googles TOS and read that line for myself to make sure... it's too early in the morning here lol does anyone know if it's true? I don't want to get into legal material right now
Yes it's true... you should always check the ToS yourself before doing anything someone says is allowed in there.
Pop-ups is fine as long as they don't "hinder the navigation" of the user, i.e. one pop-up every impression, say. That will qualify as "extensive pop-ups", and is what Clicksor is known for. Just make sure you use a timer with your pop-ups so a visitor doesn't get one everytime he refreshes. Clicksor is untrustworthy, so you best monitor the implementation and put it to use first...
Yeah, if pop-ups were 1 per session that wouldn't qualify as excessive - but at the same time the pop-up should not have adsense on it. If ever in doubt on anything always seek clarification from Google themselves.
And don't forget the "back rule" at Adsense and Adwords. "to be able to use the back button after clicking on your ad"
