No one knows! Unless possibly YOU are the one at Google making the decisions. They just happen. You'll know because people will start posting on all of the forums immediately that they are seeing changes in their Toolbar PR.

It's pointless to ASK when it's going to happen. It's like saying, "Please tell me the date and time of the next 4.7 or higher earthquake in Los Angeles, CA." All you're gonna get is someone pulling a wild guess out of their butt.

Waste of time worrying about it.

Besides making you feel more satisfied, PR has almost no affect on your rankings in the SERP's. Don't chase PR, it's much better to focus on other aspects of SEO such as adding relevant, useful content, meta tags etc.

Yeah.. There is no schedule for their updates. It used to happen roughly evey 3-6 months... Lately they seem to be more frequently. But again it's totally random (much like an earthquake! LOL).

You cannot say it as a regular or scheduled planning to update web pages. If your page really deserve a good page rank, You don't need to wait for the next page rank update. If your page has enough inbound links, then your page rank will increase consequently. You don't need to wait for any updates.

Usually, it is within 3-6 months google PR update will take place.

Again, it depends on what PR update you mean. Internal pages PR frequently changes for top or high authority sites.

Top level domain PR changes will take place within 3-6 months once.

Last PR update was June 09. Next, is expected by this month (three months).

Ya may be on this, as we have last update on somewhere around end of June.
However, In my experience, PR is not a factor which determines more traffic. SERP does it.
As some of the guys have told here, SERP brings you more traffic. When you check SERP for a keyword, it would list a site with PR0 on top and sometimes a site with PR4 on page 5 or etc.
That is what I hve learnt so far from my SEO experience. :)
