Do I need a license?

Hi, I'm new but I just had a question. I am getting ready to publish my webite to sell my own art. My question is do I need a business license/sellers license? There are some confusing aspects, I currently live in San Diego (I know California charges a tax on items), but my husband is in the military and this is not our home of record, we are originally from Ohio. Any help would be much appreciated!

If you are currently living in California, and I assume will be transacting business (taking orders, shipping, etc) you need to charge tax on purchases made within the state. You should contact the State Board of Equalization.

Does it matter that I do not pay California taxes?

No, it doesn't... and I believe only military pay is exempt. Business income is likely taxable income. Call the State Board of Equalization and the city you live in. The city could require you to also have a business license.
