The review copies as stated above is not full featured. Moreover the submission process is manual and requires great care. Only after submission, duplicate submission error indication comes, hence we dont exclude it as effort was taken. But imagine if you had ordered 500 Submissions from me and in future you order 1k submission, at that time we will exclude the prev. submissions done by us.
