Can you place adsense right below the header?

    adsense ads

    Adsense policy is you can't label ads other than Sponsored Listings or Advertisments. But what's the difference between that and putting the ads below a header?

    Like if you do above, aren't you labeling the ads with "How to increase your CTR"?

    Would this break policy?

    not 100% sure if this helps you but I had a website for a while and I had the header.

    Header Here
    Ad Here - Ad Here - Ad Here - Ad Here

    and I was never banned, penalized, or notified that it was wrong.

    You can definitely place ads below header, but don't label them with anything. As you yourself said Google only allows "Sponsored Listings or Advertisments" so stick to only these if you want to label.

    As long as you actually have content below the Adsense (see below for a diagram), it should be fine. Otherwise you are probably violating Adsense ToS.
