don't pay attention to paid links. there are a lot of one way links you can get for free. even you don't need to exchange link with anyone.
Its not paid links that google is penalizing. Its paid links that pass page rank - there is a big difference there. Buying and selling links is normal internet activity. The google webmaster guidelines clearly states that. All bought links must use the nofollow tag to prevent the passing of pagerank. If a bought link does not use the nofollow tag, that is when the problem starts. http://www.google.com/support/webmasters/bin/answer.py?hl=en&answer=66736
Yes, thanks for asking. Google have been asking webmasters to report paid links for several years. I wonder if Matt Cutts knows how affiliate marketing works? http://www.mattcutts.com/blog/how-to-report-paid-links/

first thing is that google never penalize the paid links. because in paid links you get approval of link in 2 3 days and in free you get approved in 15days even more. Reciprocal links are also good but dont know why peoples think in black hat.
Google penalize everything which is not relevant and of low quality. So it doesn't matter whether links are paid or not. Google bots can't know whether the backlink is paid or not.
