    Do you need windows to run a specific software?
    Linux seems to be a lot better in networking management, so you usually get better speeds...

    Have you considered the opportunity of having windows dedicated server? I'm looking at your requirements and I suppose that dedicated server is what you need
    So what about dedicated server?

    Yes that is truth. That could be good idea for the shared account, but for the dedicated server or VPS that might not be working

    I assume you need to specify the bandwidth you need for. I assume that better deal with unmeterd as no one will never give you unlimited one.

    Honest & reliable won't offer you Unlimited Bandwidth option & test account ;) even not sure if you they will allow torrents to be hosted on their servers.
