In India you will have to give a residential proof to open a Bank Account.
Do you have an address in India.

These rules are prevalent all arround the world except some like Swiss

Step 1. Walk outside your house.
Step 2. Look for a bank.
    Step 3. Go inside.
    Step 4. Open an account.

If that won't work for you, it's highly unlikely you'll be able to open one anywhere else.

smallpotato and semijop, thanks for those really witty and helpful replies- so funny.
If I could do that I wouldnt here asking where I can open one. I am an expat living in Asia and where I am I can only open one account. I cannot open another account in my home country because I no longer have an address there.
If anybody does know where I can get one please let me know.

I aim to bring laughter to the world with my jocular wit, glad to see it squarely hit the mark on this occasion.

Your erratic grammar gave the impression that you were living in a hut in Pakistan or Nigeria or something, hence a response thusly tuned. It helps to provide more information about your situation when asking a question like this, especially if you are going undercover as an illiterate.

If you have the means to open an account, then there are plenty of offshore banking centres that will have you. Labuan here in Malaysia, for example, or the old standard Switzerland. Banks in Hong Kong and Singapore also have similar arrangements available. Many of these require an in-person visit, though in some cases offshore banking consultants can do much or all of the work for you. Google and you will find zillions of them.
