You can create 1 account personal and one account premier/business and what I know is that they do track paypal IP address ...I remember using my IP creating paypal for my brother and I dont have problem with it ...
They definitely track your IP, it's just a matter of whether they want to check it (the logs). Also you can only have 1 personal and 1 premier/business account per person. So it's not 2 personal accounts.
They track ips because most countries are using static ip, so once you login, your ip becomes your identity. So even if you change the login details,you can't change your ip. This way they can easily catch you Best of all use dsl
Of couse they will track ip , if they don't track your ip , how can they control almost transaction and avoid fraud transaction.

Well, I do not think paypal will limit in such cases because in my office we 9 people use same Ip to login to our separate accounts. It is good unless they dont find anything suspecious.
yeah even forums track our ip address then why not paypal.. that a online money trasaction way, if they IP on two diffrent location for ex. some one one login paypal In US.. Then After 5 Min some one login from India same paypal?
