See to it that it is not mandatory for the service provides like ebay issuing notices as below:

    Visit RBI Circular:
    http://rbi.org.in/scripts/BS_CircularIndexDisplay.aspx?Id=4844

    or download the circular at:
    http://rbidocs.rbi.org.in/rdocs/Notification/PDFs/Circular-1809.pdf

More over the links in left of the page: http://pages.ebay.in/paisapay/VBV.html
    Are given for credit cards....

After this post, I found out that only indian payment processors are affected as they have tie ups with banks to use the cards. So You may be facing this problem, other international sites (including paypal) will not have any problem...

    Regards,

Good news! netsafe card still accepted by paypal as on aug 6th.
however adwords dosen't accept it anymore! All my campaigns are now paused. I used to pay by netsafe card, however now I have no clue as to how to pay adwords?
Anybody having any luck paying to adwords?
Also I wanted to ask vivekgodgift whether sbi gold debit card can be used to pay adwords or not? Can indians use other vcc from services like epassporte/alertpay to pay for adwords?

Nope no debit cards will work with Google Adwords as the indian debit/credit card processor is from TimesofMoney and so cannot use your cards for the same...

My hdfc credit card and the vcc i created didnt work today. Strange!!! Standard Chartered CC worked luckily saving me. I dont understand why does this stupid guys make stupid rules. India has strange rules:
BCCI is ruled by the guys who have never played cricket!!
Politicians promise secularism by communal agenda!!
This rule was made by those guys who dont even use credit card and even if they use they dont use it online!!!
I called up the bank guys and they have never heard about Paypal. They asked me to ask paypal why my card was rejected!!! They said they never guarantee that cc-s will work everywhere!!!

Update on Adwords payment. My hdfc Credit card got accepted by Adwords now. Actually adwords asked indian advertisers to submit authorization form along with photcopies of credit card. If you have submitted it, your card will soon start working in Adwords.

maybe your friend is using mastercard hdfc debit card to generate vcc. It only works with a normal visa debit card generated vcc to verify paypal.

Its not about verifying paypal anymore, the new indian rule is that all transactions made online require a verified by visa/mc secure code. Paypal is not compatible with this feature.

So any indian credit card will not work with paypal anymore..period.

not just paypal - it means any payment outside india. Enforcing secure code to be mandatory isnt a good move. It should be provisional one. Just look at other EU countries and they have had this technology long before Indian banks had and they just not made mandatory realizing that this will be a total failure with online transactions. Indian webmasters will be mostly affected by this if you do credit card payment.

With that being said, securecode isnt safe at all. What if it is phished and you wont be able to dispute the fraud transaction?

So for Indians, question comes on how do you do payment online outside india (be it for domain/hosting)? with credit card it earlier and now totally screwed :( Another option is wire transfer from indian banks. just go to any bank and you will be asked so many questions on why you want to do wire transfer and apparently our govt does not encourage wire transfers which involves converting inr to foreign currency because of loss in forex.

    God Bless India!

This is not true. I made transaction in Euro via paypal on 3rd August using HDFC bank credit card.

Now I don't know how exactly it works but the fact is VBV cards work with PayPal as it used be.

    did PP ask for securecode?

if your card not registered for VBV/securecode then it might work. if you have already registered vbv/securecode just de-register it. The charge might just go through.

I tried to add a netsafe card to my account(I was just testing!! ) & it got accepted very soon! But I havent tried to pay anybody via netsafe as my account already has some money, so paying through credit card option dosen't come for me. If anybody has paid through netsafe in paypal after aug 1 then plz report it here.
    thanks

This is good for increased level of security, but not good for credit card owners.

No, PP didn't ask for securecode. My card was already registered for VBV from past 6 months. I am also surprised that PP didn't ask for securecode. I think PP might have some internal settings which allows VBV protected cards to work with it.

Reserve Bank of India has taken a great step forward in securing the online transaction. This has been implemented with many technical and IT experts around India. It is the best measure to protect the credit card being process anonymously.People can easily get credit card number and CVV as they are printed on credit card.
Now people without fear can make online transactions with their credit card and will save them from thousand of frauds.

In United Stated alone there are billions of dollar fraud is happened every year from the hackers, fraudster, spammers on internet, etc.

Everything is same except when you make an online transaction you have a provide a password on your credit card bank issuer page.I don't think so this would create a great problem for online transaction performers.

How many CC transactions do you perform on a daily basis? Have you ever make transaction in foreign currency after Aug 1st. What if you want to purchase some thing from the vendor who don't have VBV/Securecode implemented in the payment gateway?

Yes, this rule has make transactions more secure because now you as CC user can't do transaction for yourself then how the hackers can do........?

This is really a problem:(. Last month [July] i visited ICICI Back Branch in MALLESHWARAM [Bangalore] and i spoke to enquiry department they then sent to to CC Department wherein i had to re-enquire about Debit Card usage for online transactions...
They also said that "Sorry we are thinking to Outsource CC department, and also we got no intimation about 3d secure system department."

I also asked if this is a problem how do i register in Paypal, nor is there any way else like instant CC/VCC can be issued to do online transactions?, that person said "Right now we have got no intimation about that."

Lastly i asked " When will this be back??"
All he said "this feature might be back in the end of August or in this first week of September, as we have no and none information regarding this, all i can say from the point of ICICI Bangalore is that we can only hope that we will be back as no-updates are available from Main source."

He was the main person/officer for VCC & CC department for Bangalore [branch]..

First i saw" We are under construction" after i met him "We are working for Debit card users", from second of August "System under maintenance"

I even mailed ICICI Customer care, i got "Right now the systems are under maintenance, so you cannot register your Debit cards, but you can do Online transactions as the secure code is same as in Infinity.icicibank.com.....

But i am trying from past 4 days, and i am unable to register in 3d secure of ICICI bank nor i am able to do any online transactions..

I am waiting to buy a domain and start web-businesss.
If you got any other idea about how i can do online transactions, please reply......

This is a real mess. The thing is, even if you register for VBV /MCS, the overseas merchant's payment processor has to support that. Meaning, their system should recognize your card as one that is registered for VBV / MCS and open up a window where you can enter your securecode, etc. The majority of overseas payment processors don't support it...meaning you and I can't do online credit card transactions overseas anymore! Thanks, RBI!

I asked a banker about this and he said Indian payment gateways will support VBV / MSC. Well, what good is that when ALL my online transactions are with overseas merchants? Who among us buys domains, hosting, etc from Indian companies? Very few to none, I guess. If we bought hosting, etc from Indian companies we won't have a business anymore.

I had a long series of support ticket exchanges with one of my web hosts (Hostgator) on this issue early last month. They were clueless on how to handle it. They tried talking to their payment processor who was quite clueless too.

You can of course, pay most of these hosts / domain registrars with Paypal -- but you've got to have a positive paypal balance for that.

    Cheers,
    SM
